By using a lossless model to account for material dispersion, the theory of a moving double-negative medium (DNG) is developed. The normal surfaces and the Doppler effect are analyzed. The relation between the index of refraction in the two frames (co-moving and laboratory) is derived without using any constitutive relation. A physical explanation for a complex index of refraction that may arise in the laboratory frame is also presented.
